An explanation on How a Stimulus Package should work.

A tourist arrives at a hotel in a small town in Ireland. Asks how much is a room for the night. He leaves a €100 at reception and goes to inspect the room. The proprietor rushes next door to pay the butcher €100 he owes him. The butcher runs down the street to pay his supplier the €100 he owes him. The supplier runs down to the Co-op to pay the €100 he owes them. The owner of the Co-op pays the local hooker the €100 he owes her. She goes to the hotel to pay the €100 she owes for use of a room. The tourist comes back to reception and declares the room unsatisfactory, and gets his €100 back. No one produced anything, no one earned anything and still the whole town is out of debt.
